The renovated Hello Kitty Island is still primarily an indoor attraction with exhibitions, Touch & Media, character scenes, a 3D Theater and cafe, so it has strong rainy-day utility. VisitJEJU also lists outdoor elements such as the rooftop maze and Hello Kitty fountain. In heavy rain, treat the rooftop as a bonus rather than building the full ticket value around using every indoor and outdoor area.
Hello Kitty Island is in Andeok-myeon, so it fits more naturally into a southwest / Jungmun day. The transport cost is easier to absorb when other stops already pull you in the same direction.
The ticket itself may be inexpensive, but a dedicated out-and-back journey can magnify the time cost. Check whether the day is already moving southwest before deciding the admission is worth it.
If you have not decided between Jeju City and Seogwipo, do not change hotels for one ticket. Start with where to stay in Jeju and where to stay in Seogwipo, stabilize the trip direction, then come back to the ticket decision.
